New FCA rules are a positive step forward for ELTO members

For employment liability insurers, implementing the FCA requirement to add an Employer Reference Number (ERN) to the ELD (Employers' Liability Database) for many policies could be costly and time-consuming.

ELTO (The Employers' Liability Tracing Office) has been working with HMRC to find a better way for members to comply with this requirement. After months of refining and testing the solution with the support of members, we are pleased to share that we have agreed on a new process that will allow ELTO to source ERNs directly from HMRC.

By supporting faster and more accurate search results in the ELD, ERNs play an important role in helping people who have suffered a work-related illness or accident to identify their employer's insurer.

In 2023, following a successful pilot, ELTO shared the positive results it was achieving. The FCA then entered into a consultation with ELTO and its members, resulting in the updating of the rules in the ICOBS 8.4 handbook, outlining that ELTO would now take over the work of sourcing ERNs on behalf of its members.
