Ashton West OBE - Chief Executive

Ashton West joined the MIB as Chief Executive in 2003.  He has been in the insurance industry for over 35 years actively involved in claims and general management. 

Since arriving at MIB he has helped to steer the organisation through significant change, particularly focused on optimising the return on the investment in the Motor Insurance Database to address the problem of uninsured motoring with the number of claims against the UK Guarantee Fund having now almost halved since 2005. The organisation also provides management services to other industry bodies, especially focused on data asset management.

In addition to claims and general management, Ashton has participated in a number of industry initiatives. He was involved with the negotiation and operation of agreements to assist in the resolution of large scale industrial disease claims issues.  He participated in the Working Party for the development of the Personal Injury Pre-Action Protocols and the development of the Code of Best Practice on Rehabilitation. He received the inaugural Outstanding Individual Achievement award at the Rehabilitation First Awards, won the British Insurance Awards Achievement Award in 2010 and the Claims Innovation Outstanding Innovator Award in 2011.

Ashton was a founder member of the Civil Justice Council, is a current member of a number of Association of British Insurers (ABI) Committees including; Motor Committee, Industrial Disease Committee and Personal Injury Committee. He is currently also a director of Insurance Database Services Ltd, the Insurance Fraud Bureau and a trustee of The Road Safety Trust. 

He is a law graduate, Chartered Insurer, member of the Institute of Management and was recently awarded an OBE for services to road safety.

Ashley Sutton

Ashley Sutton - Head of Information Services

Ashley joined the Motor Insurers’ Bureau in September 2004 as the Claims Operations Manager having previously worked in the IT sector for 15 years. During this time he worked in various senior management roles with responsibility for large operations delivering IT services and solutions to prestigious customers such as Dell, Barclays Bank and Abbey National.

In September 2006 Ashley was promoted to Head of Customer Services. As a member of the MIB’s Executive Management Team he was responsible for driving improvements within the claims handling operation to deliver a first class service, including focusing efforts on addressing fraudulent claims submitted to the Bureau.

With the MIB’s expansion into Data Asset Management services and Ashley’s previous background in managing IT services, Ashley was appointed as Head of Information Services in April 2011.

Ashley is a dynamic and enthusiastic individual who brings extensive people, process and performance management skills to bear on the daily challenges that face the Bureau.

Ann Young

Ann Young - Head of Human Resources

Ann Young is head of HR and joined MIB in September 2001.  She has spent her career working in HR, including many years within the insurance industry.  Prior to joining MIB, Ann spent 5 years with Independent Insurance as a HR manager where she was responsible for providing HR support to sites in the UK and Europe.

Ann has been involved in supporting the transition of the Bureau from a pure claims services organisation to including the provision of management services on behalf of the industry.  The focus has been on operating as a Centre of Excellence and providing our people with the skills and knowledge they need to deliver a professional service to our customers.

Ann is a Fellow of the Chartered Institute of Personnel and Development.

Ben Fletcher

Ben Fletcher - Director, Insurance Fraud Bureau

As Director of the Insurance Fraud Bureau (IFB), Ben Fletcher leads the insurance industry’s collective fight against organised fraud.

Using cutting-edge technology, the IFB analyses a consolidated dataset of 130 million insurance records to identify networks of organised fraud that insurers alone could not uncover. Combined with various sources of intelligence obtained through partnerships with law enforcement, government and public sector organisations, the IFB holds a unique position as the industry’s central data hub to detect and disrupt organised fraud.

Fraud investigations handled by the IFB – a not for profit organisation – currently exceed £130 million. Working closely with police, the IFB has secured over 1,000 arrests of organised criminals resulting in 300+ years combined prison sentences.

Ben also sits on the Insurance Fraud Enforcement Department’s Steering Group; the ABI’s Financial Crime Committee and chairs the Insurance Fraud Register Steering Board.

Prior to joining the IFB in 2007, Ben worked in a variety of counter-fraud roles within the insurance industry setting up and managing fraud teams. 

Kaushik Patel

Kaushik Patel - Head of Data Services

Kaushik joined MIB in 2004 with the task of helping the Bureau enhance its audit, risk and compliance frameworks. This involved Kaushik leading the Bureau’s Audit team before being promoted to Head of Risk and Compliance and the Executive Management Team in 2009. In 2015, driven by the evolution of MIB’s role as a provider of additional services to the insurance industry, Kaushik took on the role of Head of Data Services. This newly created role is responsible for the delivery and development of the MyLicence, NCD, askCUE, askMID, CUE, MIAFTR, Claims Portal and MedCo services and will help ensure that the Bureau is able to meet its commitments in a way that provides robust governance and a high level of service to all stakeholders.

Kaushik is now concentrating on delivering the industry Roadmap for 2015 and beyond, under the theme of ‘data for decision-making’. This is building on his previous data governance work, including the development of the Bureau’s internal audit framework and the implementation of the Bureau’s ISO 27001 (Information Security) and ISO 22301 (Business Continuity) certifications.

Kaushik also leads MIB's Corporate Social Responsibility (CSR) team which manages MIB's efforts to be a responsible business and integrate socially responsible behaviour into MIB's core values, and all its activities. The Bureau’s CSR strategy is supported by specific targets and reporting mechanisms and is focused on four key areas: Workplace, Marketplace, Community and Environment.

Kaushik has over 20 years experience in data management, including six years in the Information Risk Management department at KPMG and six years in the public sector focusing on project management and data protection compliance. 

Kaushik holds a Law degree and completed his Law Society Finals before starting his career in data management.

Mohammed Hemani

Mohammed Hemani - Head of Customer Services

Mohammed joined the MIB in 2001 as the Chief Accountant after qualifying in the same year. His areas of responsibility included the delivery of statutory accounts, managing the business planning process, pension administration and procurement.

Mohammed was appointed as Head of Customer Services in 2012 and is responsible for delivering one of our key strategic objectives of compensating victims fairly and promptly through the management of a first class claims handling operation.

Mohammed also spent 12 months in the Head of MID Services role taking overall responsibility for all Motor Insurance Database (MID) matters relating to industry regulation and provision of MID services to the UK’s enforcement authorities. In that time, he managed the successful transition of extending the Police Helpline opening hours to further support police officers at the roadside.

Prior to joining MIB, Mohammed gained all round experience in a number of industries including re-insurance with wide ranging roles as Financial Accountant, Group Reporting Accountant & Project Accountant.

Mohammed is a Fellow of Chartered Certified Accountants (FCCA).

Neil Drane

Neil Drane - Head of Enforcement Services

Neil has over 20 years insurance knowledge gathered in a number of technical (claims and underwriting) roles together with periods in training and project areas, all with a blue chip insurer. He has a sound knowledge of the insurance and reinsurance market and their products.

Neil moved to the world of consultancy in late 2000 successfully establishing the Motor Insurers’ Information Centre (MIIC) (now absorbed into the parent, MIB) as an operational unit during 2001. Multi stakeholder project experience has been gained through supporting delivery of the requirements of the Motor Insurance Database (MID) business programme in the lead up to its full implementation in 2003.

A consultancy role at the MIB saw Neil assume the Head of MIIC operations role in early 2003, transferring to the permanent staff in 2005. January 2008 saw Neil assumed the role of Head of MID Services giving him overall responsibility for all matters relating to the MID, be they related to industry regulation or provision of MID services to the UK’s enforcement authorities.

Following the implementation of the industry’s Employers’ Liability Database (ELD) and the Employers’ Liability Tracing Office (ELTO) together with more recently assumed responsibilities by the Bureau in relation to the managed services supporting IDSL, Neil filled the role of Head of Database Services.

From early 2015 Neil has been Head of Enforcement Services, working hard to reinvigorate Police support on the issue of uninsured driving and developing further media campaigns to ensure public awareness and understanding remains at the necessary level.

Neil is ACII and FInstLM qualified.

Paul Ryman-Tubb

Paul Ryman-Tubb - Chief Technical Officer

Since joining MIB in July 2000, Paul has been involved with many technical claims matters including catastrophic injury cases and the development of MIB technical policies.

As Head of Technical, in addition to being part of the MIB Executive Management Team, Paul is responsible for technical issues throughout the MIB claims area, and also has responsibility for strategic decisions on many of the highest value cases.  Paul is Chairman of the MIB Technical Committee dealing with disputes with member insurers and other market technical issues.

Paul also has responsibility to represent MIB UK at the Council of Bureau in Brussels dealing with the operation of the Green Card system and other cross border claims issues.

Paul is in regular contact with the Department for Transport, the Association of British Insurers (ABI) and insurers.  He has been involved in several market level issues such as the MOJ Claims process reform for RTA cases and Lord Justice Jackson’s review of legal costs.

Paul is ACII qualified, a Chartered Insurer and has over 29 years of technical claims experience working previously in the general insurance industry, formerly employed by Eagle Star and Budget Insurance.

Shavaun Glen

Shavaun Glen - Chief Communications Officer

Shavaun has more than 15 years of experience across the communications and marketing disciplines in the public and private sectors.  Before joining MIB in 2008 as Communications Manager, she spent five years at the Learning and Skills Council and previous to that in PR consultancy environments supporting clients in the IT services and not-for-profit sectors.  

Shavaun was promoted to Head of Communications in 2012 and is responsible for overseeing a team of communications professionals to support the strategic objectives of the business.  Tasked with improving the awareness of the consequences and impact of uninsured driving, the department delivers creative campaigns, uses social media, publicity and stakeholder engagement programmes of activity.

As part of MIB’s managed services arrangement, the department also support the communications activities for the ELTO service, which launched in April 2011, the IFB, IDSL and Claims Portal.

Shavaun is a Member of the Chartered Institute of Public Relations (CIPR).

Tony Sherman

Tony Sherman - Chief Financial Officer

Tony brings to MIB a wealth of experience in financial management particularly in the insurance sector. 

He started his career in the accountancy profession, working for seventeen years for two London-based firms of chartered accountants, becoming a partner in 1992. Throughout the majority of this period he worked with clients from the insurance sector.

In 1996 he joined Iron Trades Insurance, ultimately becoming finance director of Iron Trades Insurance Company. 

On leaving Iron Trades at the end of 2000, following its successful sale to QBE, Tony was one of the founding directors of The Rubicon Corporation where he had the role of group finance director.

Immediately prior to joining MIB, Tony had a role as the head of finance for a Lloyds insurance broker.

He holds a BA Hons in Accounting and Finance and is a fellow of the Institute of Chartered Accountants.
